Main implications

The Knowledge Promotion is the latest reform to the ten-year compulsory school and upper-secondary education and training. It introduces certain changes in substance, structure, and organisation from the first grade of the ten-year compulsory school to the last grade in upper-secondary education and training. The reform took effect in autumn 2006 for pupils in grades 1-9 in ten-year compulsory school and for pupils in their first year of upper-secondary education and training (i.e. the 11th grade).

The reform applies to primary, lower-secondary, and upper-secondary education and training in publicly maintained schools and training establishments, unless otherwise decided.
The reform also applies to primary and lower-secondary education and training in private primary and lower-secondary schools that do not receive state support pursuant to the Independent Schools Act, and to private instruction at home at the primary and lower-secondary levels.

Education and training required for a compulsory school teacher stipulated by this document

All who are employed in a teaching position must have an educational background in accordance with the requirements of the curricula for teacher education regulations, cf. Act 1 April 2005 no. 15 relating to Universities and University Colleges § 3-2 paragraph 2, or have equivalent educational qualifications.
For the training of adults, according to the Education Act Chapter 4A, persons with no formal teaching qualifications may be employed, if they prove significant experience in the training of adults and they are eminently suitable for teaching adults.
Persons employed in a teaching position in years 1-4 must fulfil one of these requirements:
a) Preschool teacher training or nursery teacher training, cf. national framework plans, and at least 60 credits continuing education focused on teaching in primary schools.
b) Preschool teacher training or nursery teacher training, cf. national curriculum, with special education equivalent at least 60 credits, if the main task is teaching to pupils with special needs, making such education relevant.
c) Primary school teacher training years 1-7, ref. national framework plans.
d) Skilled teacher training in practical and/or aesthetic subjects, cf. national framework plans, or equivalent expertise in these subjects.
e) Three-year teacher training for bilingual teachers. Recruiting can take place for teaching subjects/the fields in which he/she has at least 30 credits of relevant education.
Persons employed in a teaching position in years 5-7 must fulfil one of these requirements:
a) Primary school teacher training in 1st-7th or 5th-10th grade, ref. national framework plans.
b) Skilled teacher training, ref. national framework plans for teaching in a subject in which the teacher has at least 30 credits of relevant education.
c) Vocational teacher training, in which the teacher has at least 30 credits of relevant education.
d) University and/or college education amounting to at least 240 credits, including teaching training under § 14-1, for the teaching of a subject in which the teacher has at least 30 credits of relevant education.
e) Preschool teacher training or nursery teacher training, cf. national framework plans, with special education equivalent at least 60 credits, if the main task is teaching to pupils with special needs.
f) Three-year teacher training for bilingual teachers physician. Recruiting can take place for teaching subjects in which the teacher has at least 30 credits of relevant education.
To teach in Norwegian, Sami, Norwegian sign language, mathematics, or English at the primary level it is required that the person has at least 30 credits that are relevant to the subject.
