Main implications

The proclamation changed the amount of the maternity benefit to 100 % of the salary during maternity leave, 100 % of the salary during additional maternity leave, and 60 % of the salary during parental leave. If the mother applied for the full amount of maternity leave, additional maternity leave, and parental leave up to 14 days after the childbirth, all the benefits will be granted in the amount of 80 % of her salary.

Comments & Clarifications

Since only the mother could petition for the leave 14 days after the childbirths (as she has to use at least the first 14 weeks of the leave), the 80 % rule was criticised as pressuring women to take all the leave related to childbirth (in such a case, the father would not take up any of the maternity, additional maternity, or parental leave).
